Abstract

Law Nº21174 of 2019, which establishes a new financing mechanism for the strategic capabilities of the Armed Forces, states in its article 97 that: “The national defense policy, the military policy and the other public policies of the defense sector referred tin the  Article 5, letters a) and b), of Law No. 20,424, Organic Statute of the Ministry of National Defense, will be the superior orientation to prepare the planning for the development of the force.” This essay intends to point out that these documents do not provide the necessary background to comply with what is expressed in that article, and by means of a counterpoint with the Quadrennial Defense Review (QDR) of the US armed forces, and a brief analysis proposes a possible solution to this shortcoming.
